GUIDELINES FOR STATE GOVERNMENTS Develop an Anti-Trafficking Policy specifying victim’s friendly provisions and structures. Create an Anti-Trafficking Cell at the State and District level to co-ordinate with other relevant Departments and NGOs on the issues pertaining to trafficking, especially on the rescue and rehabilitation of child victims of trafficking for commercial sexual exploitation.
